The Division 16: Southwestern Yard Design-Build Project is a new Metro Light Rail Vehicle (LRV) operations and maintenance facility, to be constructed within an approximate 18-acre site located near Los Angeles International Airport (LAX). The project duration is 1,311 calendar days and the estimated value is $120 – $130 million. The procurement has a Disadvantaged Business Enterprise (DBE) goal of 20% for Design and 16% for Construction. The Project Labor Agreement and Construction Careers Policy will apply to this Procurement.

This event provides an excellent forum for businesses to network, market their products and services, and build relationships for future opportunities with some of the leading prime contractors potentially proposing on Division 16: Southwestern Yard. Be prepared to share your company’s project experience and strategies for developing new alliances and resources to grow your business.

Hensel Phelps Exceed 35.1% SBE Participation Goal on MLK-IPT

Hensel Phelps has committed to involving 31.5% participation from small businesses surrounding the MLK project and within Los Angeles County. To date, the collaborative team efforts from key subcontractors, they have already exceeded its goal:

  • Total Certified SBE companies working on MLK-IPT: 53
  • Total SBE Contract Value to Date: $55,823,000
  • Total SBE Participation Percentage: 47%
  • Total SBE Payments Confirmed in B2GNow: $35,527,961;
  • Total Percentage of Payments made: 52%

SBE/Labor Consultant Ensures Contractor Compliance– B2GNow and LCP Tracker

The County of Los Angeles requires a comprehensive Small Business Enterprise (SBE) Participation Program and Local Worker Hiring Program for the MLK-IPT Project that outlines specific compliance obligations and requires a monthly contractor performance evaluation. The County monitors Hensel Phelps performance in achieving its 35.1% SBE participation goal and the 30% local worker participation requirement through two online contract compliance applications, B2GNow and LCP Tracker.

B2GNow and LCP Tracker Training

Donetta Pickett and Karen Brown of D. Pickett & Associates, Inc. (DPA), Hensel Phelps’ SBE/Labor Compliance Consultant, conduct routine training sessions in B2GNow and LCP Tracker for new subcontractors beginning work on the MLK-IPT Project. On December 12, 2011, more than 23 representatives from small construction firms attended the training workshop to learn how to use B2GNow to confirm subcontractor monthly “prompt payments” in the system and how to submit their certified payroll reports through LCP Tracker.Training of Engineers at Helsel Phelps MLK-ITP project.

Hensel Phelps has committed to award approximately $39 Million to SBE firms directly and though its subcontractors. First-tier subcontractors are committed to sharing the work with Los Angeles County-based SBE firms to achieve the project’s SBE participation goal. The County will monitor the SBE commitments using B2GNow.

State labor compliance requirements are enforced on the MLK-IPT project to ensure contractor compliance with all reporting requirements: all check-list forms must be completed and uploaded to LCP Tracker prior to start of work; and weekly uploads of Department of Apprenticeship Standards (DAS)140 forms and Certified Payroll Reports (CPR) must be executed. This allows Hensel Phelps to report accurate labor statistics in the “Craft Utilization Report” for local workers and disadvantaged local worker participation on the project…
